The Neighborhood Employment Resource Center (NERC) concept is a proactive approach to offering services to communities who are prone to drop out of the program or where employment access and information has been limited or only available to Workforce Investment Act (WIA) eligible job seekers. Rather than creating duplicate services FWBH views the NERC as the bridge between the community and mainstream services or “The Pre-Bridge Academy” as it is described in the Regional Jobs Initiative (RJI), a collaborative, region wide strategy for addressing the unemployment in Fresno.
There will be three NERCs, one in each partner’s community. NERC service offerings will vary by location, but a shared services model is being used among the FWBH partners to make successful programs available in all three locations. Generally the NERCs offer the following comprehensive job readiness services:
- Interview Coaching
- Resume Preparation
- Employment Training & Work Experience
- Computer Skill Development
- Business Plan Development Classes
- Referral to Jobs
- Financial Literacy-Homeownership Classes, credit repair, etc.
- Job Announcements
- Job Search/Leads
- Referrals to Supportive Programs
- Leadership Development
- Income Tax Assistance (I-CAN)
- On-site employer interviews

Community Leadership Development Forums
FWBH has developed a Community Leadership Development Forum to prepare constituents to become involved and take leadership roles, directing the growth of their community. FWBH also developed an economic development strategy around the NERC that includes targeted sector job development as well as other supporting economic development efforts.
Policy Advocacy and Economic Development
FWBH is engaged in policy activities to help shape the local landscape, such as developing a First Source hiring policy for the city of Fresno. These efforts will result in a direct impact on the community and economy through job creation and placement of underserved candidates.FWBH provides training to businesses getting them to understand the benefits and resources associated with hiring individuals from Empowerment Zone and Enterprise Zone designated areas.
